D07 - Beach Road / Bugis / Rochor
Key milestones for South Beach Residences 风华南岸府.
A landmark development that brings together an unbeatable location and trusted developer pedigree.
South Beach is a Foster + Partners project - Norman Foster's practice, the architects of the Hongkong and Shanghai Bank building, the Reichstag dome and Apple Park. The development's most visible feature is the vast environmental canopy that spans the site, shading the public spaces and streets below and generating power. It is one of the very few Foster-designed residential addresses in Singapore.
Esplanade station on the Circle Line is about 167m away, and City Hall about 387m is an interchange between the East-West and North-South Lines. Bras Basah is 571m and Bugis 627m, the latter an interchange with the Downtown Line. Three lines are within a short walk, and Raffles City is 287m.
South Beach Residences is the residential component of a larger integrated development that also contains two Grade A office towers, a hotel, retail and conserved heritage buildings from the site's previous life as Beach Road Camp. Only 190 residences sit above that whole precinct, which is why the address is one of the smallest luxury residential offerings in the city core.
The development faces the Esplanade and the arts and civic district on one side and the Marina Bay and Beach Road commercial spine on the other. Suntec City, Raffles City, the National Library, the Singapore Management University campus and the Bugis commercial area are all within a short walk.
The amenities are arranged as two separate sky gardens rather than a ground-level deck: level 22 holds the swimming pool, jacuzzi, gym and function room, and level 32 holds a reading room, children's pool, children's playground and gourmet facilities. Stacking the amenities high suits a city core site and gives the pools open outlook rather than a street-level enclosure.
The development is a joint venture between City Developments Limited - one of Singapore's oldest and largest listed developers - and IOI Properties Group Berhad, a major Malaysian listed property group. Both are substantial balance-sheet developers with long track records on integrated and large-scale projects.

D07 - Beach Road / Bugis / Rochor
South Beach Residences comprises 190 residences at 28 Beach Road, District 7, forming the residential component of South Beach - a mixed-use precinct developed by South Beach Consortium Pte Ltd, a joint venture between City Developments Limited and IOI Properties Group Berhad. The wider development is designed by Foster + Partners and also contains two Grade A office towers, a hotel, retail and dining space, and conserved heritage buildings from the site's previous life as Beach Road Camp.
The architecture is the headline. Foster + Partners - Norman Foster's practice - designed the precinct around a vast environmental canopy that spans the site, shading the streets, plazas and public spaces beneath it and generating power for the development. It is among a very small number of Foster-designed buildings in Singapore, and the canopy gives the precinct a physical identity that is immediately recognisable from the air and from across Marina Bay.
The residential offer is deliberately small. Only 190 residences sit above the office, hotel and retail components, which makes South Beach Residences one of the smallest luxury residential offerings in the city core. Rather than a ground-level clubhouse, the amenities are arranged as two sky gardens: level 22 holds the swimming pool, jacuzzi, gym and function room, and level 32 holds a reading room, children's pool, children's playground and gourmet facilities. Placing the amenity deck at height suits a dense city site and gives the pools open outlook.
The location is the Beach Road spine. Esplanade station on the Circle Line is about 167m away and City Hall about 387m - an interchange between the East-West and North-South Lines. Bras Basah is about 571m and Bugis about 627m, the latter an interchange with the Downtown Line, so three lines are within a short walk. South Beach is about 79m, Esplanade Xchange about 167m, Shaw Leisure Gallery about 221m and Raffles City about 287m, with a supermarket at roughly 127m and Market Place at 287m. The Esplanade, the National Library, the Singapore Management University campus, Suntec City and the Bugis commercial district are all within walking distance.
One point on the URA record: the developer-sales entry matched to this project in some data sources carries an empty launch date and a zero sold count, which means no usable URA developer-sales data exists under that match. That figure should not be read as indicating anything about the development's take-up.
Backed by South Beach Consortium Pte Ltd.
South Beach Residences was developed by South Beach Consortium Pte Ltd, a joint venture between City Developments Limited and IOI Properties Group Berhad. CDL is one of Singapore's oldest and largest listed developers, with residential, commercial, hotel and hospitality interests globally; IOI Properties is a major Malaysian listed property group with a substantial Singapore portfolio including Marina Bay Suites and, in this precinct, a leading role at South Beach.
Notable Projects
A closer look at the factors that make this development a compelling opportunity.
The address sits at the seam between two of the strongest districts in Singapore: the Esplanade and civic and arts district on one side, and the Beach Road and Marina Bay commercial spine on the other. Esplanade station on the Circle Line is about 167m away and City Hall about 387m is an interchange between the East-West and North-South Lines, with Bras Basah at 571m and Bugis at 627m - the latter an interchange with the Downtown Line. Three lines within a short walk covers the CBD, Marina Bay, Orchard, the east coast and the north-east corridors, which gives the address a wider tenant and buyer pool than a single-line location can support. On foot, the Esplanade theatres and concert hall, the National Library, the Singapore Management University campus, Suntec City, Raffles City and the Bugis commercial area are all reachable, and Marina Bay, the Promontory and the Gardens by the Bay are a short walk or one stop. The conserved heritage buildings from the site's former life as Beach Road Camp give the ground plane a character that a purely new-build precinct would lack, and the Foster + Partners canopy gives the whole development a recognisable identity.
City-core amenity is immediate and deep. South Beach itself is about 79m away and contains retail and dining within the precinct, with a supermarket at roughly 127m and Market Place at 287m. Esplanade Xchange is about 167m, Shaw Leisure Gallery about 221m and Raffles City about 287m, and the wider Beach Road, Bugis and City Hall retail cluster - including Bugis Junction, Bugis+, Suntec City and Marina Square - is within a short walk. The district also holds an unusual density of cultural amenity: the Esplanade, the National Gallery, the National Museum, the Victoria Theatre and Concert Hall and the National Library are all close, which supports a specific and affluent tenant profile. Hero Mart, Meidi-Ya and other specialty grocers are within about 500m. On schooling, there is no primary school within a kilometre; the School of the Arts is about 924m, and the central area holds a wide range of secondary, tertiary and international options within a short drive, with the Singapore Management University campus at Bras Basah within walking distance. Within the development, the amenities are arranged as sky gardens on levels 22 and 32, with the pool, jacuzzi, gym and function room at level 22 and a reading room, children's pool, children's playground and gourmet facilities at level 32.
This is one of the most reliable rental addresses in Singapore, and the reasons are structural rather than cyclical. The tenant base spans senior corporate and financial-services executives working in Marina Bay, Raffles Place and the Suntec and Beach Road office towers; hospitality and events professionals attached to the Suntec convention centre and the surrounding hotel cluster; creative and cultural-sector tenants drawn by the arts district; and a significant short-stay and serviced-residence market that the hotel component of the precinct itself helps sustain. Three rail lines within a short walk widens the pool further. With only 190 residences, an owner competes against very few comparable units in the same building - a scarcity that larger city developments cannot offer. The caveats are price and supply: Beach Road and Marina Bay pricing is at the top of the market, so gross yields are modest in absolute terms, and the wider Bugis, City Hall and Marina Bay fringe has seen substantial new residential supply. Buyers should underwrite capital preservation, tenancy quality and the scarcity value of a small luxury component within an integrated precinct rather than headline yield.
The transformation of Beach Road is one of the most complete in Singapore, and South Beach is itself a late chapter of it. The area was historically defined by the military installations of Beach Road Camp and by low-rise commercial and industrial buildings along the Beach Road spine; over three decades it has become a dense commercial, civic and cultural core, driven by the opening of the East-West Line at City Hall in 1987, the later Circle Line and Downtown Line additions at Esplanade, Bras Basah and Bugis, the regeneration of the Bugis area around Bugis Junction and the National Library, and the emergence of Marina Bay as a financial district immediately to the south. South Beach itself replaced the former Beach Road Camp site, with several of the camp's buildings conserved and retained within the new precinct, and it added two Grade A office towers, a hotel, retail and 190 residences under the Foster canopy. Looking forward, the largest planned change affecting this part of the city is the continued build-out of the Greater Southern Waterfront - the redevelopment of the former port and industrial land from Pasir Panjang and Tanjong Pagar through Keppel and Marina Bay into a continuous waterfront district - together with the ongoing intensification of the Beach Road and Ophir-Rochor corridors. For an owner here, the expectation is a mature city core that becomes denser and better connected while retaining the cultural and heritage infrastructure that gives this particular address its character.
