An executive condominium, not a private condominium

Tenet is an Executive Condominium, which is a hybrid housing type - built and sold by a private developer to a specification closer to a private condominium, but subject to HDB eligibility rules on purchase and to a minimum occupation period before it can be sold or let. The purchase price is capped by the income ceiling, which is the reason ECs are typically 15 to 25 per cent below comparable private condominiums.

The facility programme reflects the EC model: a 50m grand pool, cascading stream, waterfall corridor, infinity pool, family pool, aqua sunbed, poolside terrace, sky garden, sky deck, steam room, sports court, multipurpose court, tennis court, gym, picnic lawn, three BBQ pavilions and communal pavilions. A 50m pool, a tennis court and a 618-unit scale would be well beyond a comparable private development at the same price point.

Beside Tampines North on the Cross Island Line

The development sits a short walk from the Tampines North station being built as part of the Cross Island Line. The Cross Island Line is Singapore's eighth MRT line and will run from Changi through the north-east and into the west, connecting to the Thomson-East Coast Line and the Downtown Line - a substantial change to the connectivity of Tampines North.

Courts 821m, IKEA 979m, and the Tampines town centre beyond

Courts Megastore is about 821m away and IKEA Tampines about 979m, with Prime Supermarket about 559m, Giant about 671m and a Sheng Siong about 909m. Beyond that, Tampines Hub, Century Square, Tampines Mall and Tampines One form one of the largest retail and community clusters in the east.

Tenet is a 618-unit Executive Condominium at 650 Tampines Street 62, District 18, in Tampines North. It was developed by a joint venture of Qingjian Realty, Santarli Realty and Heeton Holdings, through the QJ-OS vehicle that won the Tampines Street 62 land parcel against nine competing bidders. The development is 99-year leasehold, comprises multiple blocks with a full facility deck, and is completing in 2026. URA records all 618 units as taken up.

The launch record is unusually clear. Tenet previewed on 12 November 2022, took e-applications to 28 November, and launched on 3 December 2022 at an average of about $1,360 psf. It sold 447 of its 618 units - 72.3 per cent - on the first day, with over 5,000 visitors at the show gallery and more than 45 per cent of 984 ballot tickets dropped. That is a strong EC launch, and it reflects both the price position and the fact that the Tampines North site was one of the more contested EC parcels of its cycle.

Being an Executive Condominium is the single most important thing to understand about Tenet, and it cuts both ways. On the one hand, an EC is built and sold by a private developer to a specification close to private condominium standards - Tenet's facility programme includes a 50m grand pool, cascading stream, waterfall corridor, infinity pool, family pool, aqua sunbed, poolside terrace, sky garden and sky deck, steam room, sports court, multipurpose court, tennis court, gym, picnic lawn and three BBQ pavilions - and the pricing is held below comparable private developments because the income ceiling for buyers caps what can be charged. On the other hand, EC purchase is restricted to eligible Singapore citizen and permanent resident households subject to income and family criteria, there is a minimum occupation period of five years before the unit can be sold or let, and only after ten years does the development become fully privatised and open to all buyers including foreigners and companies. Those rules, not the building, determine who can buy and when.

So the investment case before privatisation rests on capital appreciation and on owner-occupation rather than on rental yield, and any buyer acquiring today should be clear about where the development sits on that ten-year clock. Beyond the rules, the underlying rental drivers are sound: Tampines is a self-contained town with major retail, a large industrial and business base including the Changi aviation and logistics cluster, Temasek Polytechnic and SUTD, and a mature HDB population that generates upgrading demand. Rental demand for larger units in Tampines comes from families, and the presence of four primary schools within a kilometre, plus the extent of the retail and transport infrastructure, supports that. The main constraint is scale - at 618 units the development competes internally, and Tampines has substantial competing supply including other recent ECs and private condominiums.

Area Transformation

Tampines is a mature town, but Tampines North is a new extension of it and is still being built out. The town itself was developed from the 1980s and became Singapore's first regional centre outside the city, and it has been continuously renewed under the Remaking Our Heartland programme, with Tampines Hub consolidating sports, library, community and retail facilities into a single civic complex and the town centre redeveloped around it. The decisive change for this particular location is the extension of the town northward into Tampines North, which is being built as a new residential district with its own town centre and a substantial amount of new public housing, private housing and amenity. The Cross Island Line, with its Tampines North station, is the infrastructure that will tie that new district into the network, and the line as a whole is the largest MRT project under construction in Singapore. Looking forward, the changes to expect are the completion of Tampines North as a fully-serviced district, the ongoing development around the Changi region including the Changi East and Terminal 5 projects and the Changi Aviation Park, which will continue to concentrate employment in the east, and the eventual completion of the Cross Island Line. For an owner, the expectation is a new district maturing around a new rail connection - a genuine improvement in connectivity rather than a change of character.
